French Senate kills ratification of European Charter for Regional Languages
Three days after the demonstrations staged for regional languages in Montpellier, Carhaix, Bayonne, Strasbourg and Perpignan, the vote of 27th October in the Senate of the French Republic killed the ratification by Franceof the European Charter for Regional and Minority Languages, a n° 56 promise made by candidate François Hollande during the 2012 presidential campaign.
In 1999, France had only signed 39 out of 98 commitments of this Charter and had added an « interpretative declaration » to its signature thereby reducing its scope.
The n° 56 promise made by François Hollande was merely to ratify this minimal signature.
The compliance of France with European democratic standards ( that are compulsory for new EU entrants) would impose a constitutional review to make the French constitution comply with European standards, including the Charter and not the other way round. It would be a great improvement if France agreed on new commitments among the remaining 59.
For the Partit de la Nacion Occitana, the ratification of the Charter is not sufficient. It should be followed by the vote of a law giving the languages of France an official status.
Once more the Partit de la Nacion Occitana denounces the duplicity of the President of the Republic. Indeed, while for years the left had a majority both in the National Assembly and in the Senate, he waited until he lost the majority in the Senate to propose constitutional reform on this topic. He knew that in so doing it made it very difficult to achieve. The Partit de la Nacion Occitana denounces once more the de facto complicity between the French left and right in carrying on their policy aimed at eradicating our language.
We launch a call on the Occitans and the other peoples of France to devise together a new blueprint for a society that would not be characterized by the archaic, rigid and standardized « French ideology ».
We denounce French exceptionalism. France, self-proclaimed land of « human rights» denies us a democratic right recognized in Europe, the right to speak one’s language in all circumstances of social life.
The Partit de la Nacion Occitana will join in all the initiatives taken by the Occitans and the other peoples of France to put an end to the planned disappearance of our languages.
